Cellular Devices Going Dormant
 
All cellular networks will put cellular devices that are connected to the network into a 'dormant' state after 10-15 seconds of inactivity on the device in question. Once in this 'dormant' state, the device is still logically connected to the tower and will have an IP address, but it does not have a 'channel' acquired from the tower to be able to transmit and receive data on.  The device will need to be ‘woken up’ before it can send and/or receive data.  This wake up period can take up to 5 seconds (typically ~1 second) before the ‘channel’ is acquired, and the device can then resume sending and/or receiving data.  Once another period of 10-15 seconds of inactivity passes, the process will start over again.
